EUROPEAN INTEGRATION AND HOUSING POLICY The European single market and the European single currency are now a reality Alongside economic globalisation, individual European housing policies are facing many similar pressures. This book examines how these pressures impact on Europe’s diverse housing systems; whether European housing systems converge as a result; and what the consequences are of the European Union’s further expansion towards the east. These issues are addressed in four principal sections. First, the consequences of European integration for different housing markets are examined, with separate chapters charting the progress made towards the integration of housing finance markets and the development of a Europe-wide construction industry. Second, a series of policies are examined, such as the impact the Maastricht Treaty’s commitment to fiscal restraint is having on the structuring of housing subsidies. Third, the social context of European integration is examined addressing such issues as income distribution and homelessness. The final section provides descriptive accounts of housing in the Nordic countries and in Central and Eastern Europe. European Integration and Housing Policy exposes a complex series of debates which arise from individual countries’ differing housing needs within the confines of European integration. Each member state has a different starting point for demand and supply of both subsidies and housing provision, with more than one strategy open to them. By exploring these disparities, the authors demonstrate that progress towards European integration in housing systems and policies is not a straightforward issue.
