Abstract: The work is associated with the problem of rational, fair and correct resource allocation and sharing among multiple entities. The work is organized as follows. Section 1 defines the problem of resource allocation and sharing among multiple entities. Section 2 defines collaborative intelligence in the context of resource sharing. Section 3 presents resource sharing mechanism (RSM). Section 4 shows experimental results – analysis of a test case on river water sharing conflicts between two states of a country and recommends water sharing mechanism as a possible solution. Basically, it applies the concept of RSM in water sharing among multiple states or countries through a compensation policy based on artificial rainfall, cloud seeding, glaciogenic seeding, hygroscopic seeding, rain enhancement, weather modification and water transportation by rail or truck or tanker. Section 5 highlights the complexity analysis of resource sharing mechanism. Section 6 outlines the information system architecture for RSM. The basic building blocks of the proposed resource sharing mechanism is artificial intelligence and secure multi-party computation. However, the efficiency of the resource sharing mechanism is associated with several critical success factors such as good governance, corporate social responsibilities, law and order, rational positive thinking and political goodwill.
